EVIDENCE is mounting that China is buying more oil than it consumes, raising fears that oil hoarding may be supporting the current high price of crude.
Projections of the rate of growth in consumption in the People’s Republic suggest that China’s power generators, road hauliers, petrochemical plants and factories will burn an extra 500,000 barrels a day of crude oil this year. But Merrill Lynch’s analysis of implied demand, based on import data in the first and second quarter of this year, suggests that demand will increase this year by one million barrels a day.
Michael Rothman, Merrill Lynch’s senior energy analyst in New York, reckons that the second figure is not real consumption and does not reflect actual burning of crude in Chinese cars and power plants.
“It appears to be a hoarding phenomenon and we think it has to run its course, and when it does pass, prices should gravitate much lower, somewhere down towards $30 per barrel.”

while not a member of National right to life, or any anti-abortion group i have to point out a flaw in your logic.
Your assuming that these children will be born anyway, i think thats a silly assumption. Because to be able to make a legal ban on abortions happen, we would have to make alot of societal changes occur. During the process of such a transition it may be possible that people realize they have a soverignty over their own bodies, and should excersise it.

#5) He may not have come under fire during the incident in which he received his bronze star, but official navy records back him up because they used his after action reports.

What is a Hero?
I had a thought on that when i was watching the abortion of a film that was "Q.T" Presents Hero.
We are in a place in the existance of our nation when we are questioning what the nature of heroism is.
Is it heroic to serve in times of war?
sometimes
Is it heroic to serve in the police and fire department?
sometimes
Sometimes?
a few kinds of people get into these kind of jobs
The people who want to make a difference;
these people however are often driven out, they often burn their passion out to help people
The people who seek glory;
since time immemorial when we specialized our society into job types those of us who have been unable to strike at those who seek to wound our tribe have honored those who have taken that specialty.
men like Sejanus, Adolph Hitler, Benito Musselini, and untold others named and unamed have used that glory for the worst of human power.
The people who can't do much of anything else;
these people have existed to. dregs pushed in to serve in these roles as well. some times they become the other two, but many folks are just ordinary.
I think Heroism is not in the deed itself, but in the mind and heart of the person who does the deed.
in snake eyes nicholas cage was a flawed hero whose flaws came to destroy him because he coveted the glory.
in an episode of "the outer limits" a man destroys his space ship rather then having the earth fall to an alien invasion, knowing that no one would ever know of his self less act
rating a hero is hard

HERO: Staring Jet Li failed me in this regard.
Now I expected good martial arts action, what i recived was SUBpar.
its not that it wasn't good. it was just that it was to ordinary within the genre. This was according what i have read the most expensive movie made in china

next the plot
ok we build you up on a series of flashbacks.....
oh wait, thats all a lie
so here is the emperor's theory

all these different versions of the story to tell the emperor the highest form of being a warrior was to put down your sword.
(and the person who taught Jet Li's charecter this leason got killed because he picked up a sword again)

In the midst of the controversy between the Swift Boat Veterans for Truth and Kerry campaign representatives about Kerry's service in Vietnam, new questions have arisen.
The Kerry campaign has repeatedly stated that the official naval records prove the truth of Kerry's assertions about his service.
But the official records on Kerry's Web site only add to the confusion. The DD214 form, an official Defense Department document summarizing Kerry's military career posted on johnkerry.com, includes a "Silver Star with combat V."
But according to a U.S. Navy spokesman, "Kerry's record is incorrect. The Navy has never issued a 'combat V' to anyone for a Silver Star."
Naval regulations do not allow for the use of a "combat V" for the Silver Star, the third-highest decoration the Navy awards. None of the other services has ever granted a Silver Star "combat V," either.
Fake claims not uncommon
B.G. Burkett, a Vietnam veteran himself, received the highest award the Army gives to a civilian, the Distinguished Civilian Service Award, for his book Stolen Valor. Burkett pored through thousands of military service records, uncovering phony claims of awards and fake claims of military service. "I've run across several claims for Silver Stars with combat V's, but they were all in fake records," he said.
Burkett recently filed a complaint that led last month to the sentencing of Navy Capt. Roger D. Edwards to 115 days in the brig for falsification of his records.
Kerry's Web site also lists two different citations for the Silver Star. One was issued by the commander in chief of the Pacific Command (CINCPAC), Adm. John Hyland. The other, issued by Secretary of the Navy John Lehman during the Reagan administration, contained some revisions and additional language. "By his brave actions, bold initiative, and unwavering devotion to duty, Lieutenant (j.g.) Kerry reflected great credit upon himself... ."
One award, three citations
But a third citation exists that appears to be the earliest. And it is not on the Kerry campaign Web site. It was issued by Vice Adm. Elmo Zumwalt, commander of U.S. naval forces in Vietnam. This citation lacks the language in the Hyland citation or that added by the Lehman version, but includes another 170 words in a detailed description of Kerry's attack on a Viet Cong ambush, his killing of an enemy soldier carrying a loaded rocket launcher, as well as military equipment captured and a body count of dead enemy.
Maj. Anthony Milavic, a retired Marine Vietnam veteran, calls the issuance of three citations for the same medal "bizarre." Milavic hosts Milinet, an Internet forum popular with the military community that is intended "to provide a forum in military/political affairs."
Normally in the case of a lost citation, Milavec points out, the awardee simply asked for a copy to be sent to him from his service personnel records office where it remains on file. "I have never heard of multi-citations from three different people for the same medal award," he said. Nor has Burkett: "It is even stranger to have three different descriptions of the awardee's conduct in the citations for the same award."
So far, there are also two varying citations for Kerry's Bronze Star, one by Zumwalt and the other by Lehman as secretary of the Navy, both posted on johnkerry.com.
Kerry's Web site also carries a DD215 form revising his DD214, issued March 12, 2001, which adds four bronze campaign stars to his Vietnam service medal. The campaign stars are issued for participation in any of the 17 Department of Defense named campaigns that extended from 1962 to the cease-fire in 1973.
However, according to the Navy spokesman, Kerry should only have two campaign stars: one for "Counteroffensive, Phase VI," and one for "Tet69, Counteroffensive."
94 pages of records unreleased?
Reporting by the Washington Post's Michael Dobbs points out that although the Kerry campaign insists that it has released Kerry's full military records, the Post was only able to get six pages of records under its Freedom of Information Act request out of the "at least a hundred pages" a Naval Personnel Office spokesman called the "full file."
What could that more than 100 pages contain? Questions have been raised about President Bush's drill attendance in the reserves, but Bush received his honorable discharge on schedule. Kerry, who should have been discharged from the Navy about the same time -- July 1, 1972 -- wasn't given the discharge he has on his campaign Web site until July 13, 1978. What delayed the discharge for six years? This raises serious questions about Kerry's performance while in the reserves that are far more potentially damaging than those raised against Bush.
Experts point out that even the official military records get screwed up. Milavic is trying to get mistakes in his own DD214 file corrected. In his opinion, "these entries are not prima facie evidence of lying or unethical behavior on the part of Kerry or anyone else with screwed-up DD214s."
Burkett, who has spent years working with the FBI, Department of Justice and all of the military services uncovering fraudulent files in the official records, is less charitable: "The multiple citations and variations in the official record are reason for suspicion in itself, even disregarding the current swift boat veterans' controversy."

For those of you who have not been fully following the Swift Vet's story,
one of Kerry's traveling entourage (David Alston) claimed he was under
Kerry's command on a PBF and found Kerry to be a great leader. He even
gave a speech to that effect at the Democratic National Convention, where
he said the following: I know him from a small boat in Vietnam, where we
fought and bled together, serving our country. There were six of us
aboard PCF-94, a 50-foot, twin-engine craft known as a "Swift Boat." We
all came from different walks of life, but all of us-including our
skipper, John Kerry-volunteered for combat duty. And combat is what we
got.
However, one intrepid blogger now has proven that to be a lie, Alston
never served under Kerry because Alston was wounded and out of action
before Kerry took command of Alston's boat. Here is the final bit of
proof (published early this morning), I suggest you go to Captain's
Quarters to find all the previous analysis leading up to this astonishing
coup de gras (pass the word):
Alston Never Served Under Kerry
Thanks to reader Lori in Texas, I think we've just about pieced the
record together on David Alston and his supposed service under John
Kerry's command. Lori points out a sympathetic article on Dale Sandusky,
one of the few Swift boat veterans supporting Kerry and one that served
on his boat, specifically gives the timing on Kerry's command of PCF-94:
In January 1969, Sandusky's boat, PCF-94, came under attack during one
such ambush. Lt. Ted Peck, the officer in charge, and another crewman
were seriously wounded. Sandusky had to take command. The boat was
sinking and on fire, but Sandusky steered it back to safety. They counted
155 bullet holes in the boat and found a live enemy rocket in the main
cabin. It had come to rest in a sack of potatoes. For his actions,
Sandusky would receive the Bronze Star. With their officer headed home,
the crew of PCF-94 needed a leader. And Lt. j.g. John Kerry, whose crew
on PCF-44 had rotated back home, needed men to lead. "I was sure glad he
came along," Sandusky said, "because to be honest, I didn't want to take
command." From Jan. 30 to March 13, 1969, Kerry and the crew of the
PCF-94 would conduct 18 missions in the Mekong Delta river system. In
that time, Kerry would earn a Silver Star, a Bronze Star and add two
Purple Hearts to the one he received earlier.
Bingo! Yachtzee! Alston received his serious wounds in that same exact
battle that took Peck out of service. On January 29th, Alston was
medevaced out to a hospital with head wounds and no records indicate that
he ever returned to the unit. Kerry took command of PCF-94 the next day.
Alston never served a day under Kerry's command. In fact, Kerry received
a replacement, Fred Short, on 28 February as a replacement for Alston.
Now what does that tell us about Kerry and his Viet Nam narrative? 1. He
and Alston conspired to deceive people about Alston's service under
Kerry. That conspiracy was intended to give John Kerry cover against
exactly the kind of campaign he faces from the other Swiftvets. 2. The
"end of January" language on Kerry's website was intentionally vague in
order to fuzzy up the timeline and keep Alston's true status a secret.
Obviously, Sandusky remembers the dates well enough, and Kerry could
easily have gotten them from him if he wanted to be as specific as his
other dates on the timeline. 3. The DNC either were saps or actively
participated in the conspiracy in order to assist Kerry in his Viet Nam
mythology. Otherwise, why would they have allowed David Alston to speak
at the convention about his experiences serving with John Kerry on the
boat? 4. Kerry's band of brothers have some complicity in this cover-up
as well. Those who served on PCF-94 surely remember that Alston never
served under Kerry; Sandusky specifically recalls Peck being wounded and
removed from command, but he wouldn't remember that Alston left at the
same time? 5. One could argue that they served on the same boat, of
course, and I look forward to that Clintonian parsing used in Kerry's
defense. After holding Alston up as an expert on his leadership, he'll be
hard pressed to explain how that expertise came to Alston from a hospital
bed miles away from Kerry and his old PCF. If this gets out to the
mainstream media, this story kills Kerry's campaign. This isn't just a
guy embellishing his war record -- this is a deliberate and longstanding
attempt to mislead and defraud people by creating his own witnesses after

When Kerry's military records were first posted on the site, according to the Globe, "the campaign summarize[d] action that took place on Jan. 29, 1969, this way: 'While Kerry's boat and another (PCF-72) were probing a canal along the river, Kerry's boat came under heavy fire and was hit by a B-40 rocket in the cabin area. One member of Kerry's crew Forward Gunner David Alston suffered shrapnel wounds in his head....'" The campaign website also listed two other incidents that took place prior to January 29 as having occurred under Kerry's leadership.
Peck, who would later sign a letter to Kerry written by the anti-Kerry group Swift Boat Veterans for Truth, protested. "Those are definitely mine," he told the Globe. "There is no doubt about it." The campaign later removed the January 29 reference from the website.

In light of the timeline and interviews with the participants, it seems likely that Alston's time with Kerry was at most two weeks, and, if Short's recollection is correct, as little as one week. Given that, it is possible that some of Alston's public statements might have left audiences with the impression that he and Kerry were together for a longer period of time. "I know him from a small boat in Vietnam where we fought and bled together serving our country," Alston said at the Democratic convention. "We usually patrolled the narrow waterways of the Mekong Delta, flanked on both sides by thick jungle." After combat engagements, Alston said, "Lieutenant Kerry always took the time to calm us down, to bring us back to reality, to give us hope, to show us what we truly had within ourselves. I came to love and respect him as a man I could trust with life itself."

It's tempting to label the Kerry campaign's stunt of sending former Sen. and triple amputee Max Cleland to Crawford, Texas, to hand-deliver a letter to the president as cute, if petty, politics. But even that is giving them too much credit.
Forgive us for thinking that such tactics are usually preserved for, say, city council races.
I think it would have been better if they had Larry Flynt do it to, ya know really send a strong message.
The schlocky stunt looked as desperate as it surely was, and actually underscored Kerry's Purple Heart dilemma. Cleland himself didn't even earn a Purple Heart in Vietnam because his wounds weren't sustained by enemy fire.
The longer Vietnam dominates the campaign, the harder it will be for Kerry to get traction on issues that could sway voters to his side. This is a different dynamic for Kerry, whose service and anti-war record have always been a political plus. But this is the big leagues, and Kerry had better come up with something to change the subject. A phony photo op ain't going to do it.

I have poked some fun at the MP's who are in the middle of the ringer, but now that an actual better picture of how the system broke down to that point... I will now make a bigger commentary on the whole deal
The Iraq war was a Cluster F***

now, that we know their failure to plan ( thus planning to fail) was at the heart of the prisoner abuse scandal.
We took tons of Prisoners in the first Persian Gulf War, so LOGIC would dictate that taking over the whole country would definately mean alot more P.O.W and alot more prisoners in general.
this was a bad plan
soldiers were poorly disciplined ( look at the other ancilary charges on the MPs.. alot of violations of the code of military conduct)
they were not instructed how to be prison guards ( and you have people who are trained for that you didn't send to iraq)
for SOME reason these people felt intelligence officers ( not in their chain of command) and CONTRACTORS ( again even more not in their chain of command) could give them orders.
the enviroment was primed for stupid people who don't understand something very important........

My Mythology; UFOs
Everyone has some mythology they believe in, its part of human nature. And by Mythology I mean things you buy into without a basis in fact. These stories that are circulated about hearth and home, and become believed deeply by many people.
I am going to talk about one of mine now; I’ll cover some more over time.
UFOs
I believe in them. I haven’t been anally probed or anything like that, Scott Baio has never given me pink eye but I believe that UFOs are from outer space.
Outside of that belief the rest is hazy to me.
I believe they probably have been here in the past, we just haven’t found the way to see it. We just recently have discovered the Ancient Greeks viewed the bones of prehistoric critters as “proof” of their mythological beings. So, we don’t know what else exists that stands as a usable proof of their contacts in the past.
Our knowledge of out past is, on a whole, sketchy at best.
Do I think they taught us everything we knew in some golden hyboerian age?
Doubtful, I think that’s the cultural low-self esteem humanity seems to have.
Might they have inspired it? I could see that as a more likely cross cultural contamination.
Do I believe a secret race of reptile alien/human hybrids rule the earth?
Nope.
I think the Aliens from an ethical standpoint sign off on the whole prime directive thing,
Either that or we just aren’t of value yet.
Do I think the government has covered evidence of it up?
I am of a few minds on this part of the myth
#1) of course the government SHOULD do it IF UFOs are really men from outer space; But
#2) But conspiracies very rarely work for this long;
However
#3) If the “Disinformation Technique” is a legitimate government strategy, the truth may be out there in plain site

Blue Falcon: a version of the military acronym BF which stands for Buddy F*&%er. That is what someone who behaves in a manner which elevates his personal needs or desires above those of the unit to which he belongs. i.e. John Kerry. Let me let you in on a little secret. Not everyone in the military is a selfless, heroic, patriot. No matter where you go or what you do, you will always run into that 10% of people that are completely self absorbed idiots. This is just as true in the SEAL Teams as it is at your workplace. People squeak by, they finagle, they schmooze their way into a position of responsibility or trust that they do not deserve. Or they may go into a situation with good intentions, but when the heat is on they just can take it. Either way the results are the same, somebody else has to pick up slack because Mr. 10% is not shouldering the load. Usually the ones with good intentions realize that they are not cut out and remove themselves from the herd, but the other ones, the schemers will milk the system for all its worth and get away clean with a legitimate resume bullet that the average Joe could never dispute.

"Other members of the crew had been in Vietnam for some time and had been shot at and Kerry knew that at the time. However, the crew had not yet been fired on while they served together on PCF 44 under Lieutenant Kerry."

In return, JibJab dropped a lawsuit against Ludlow that sought an order saying its use of the song was protected because it was a parody and "This Land" was in the public domain.

The American-trained Cuban exiles who stormed the beaches of Cuba in hopes of liberating their homeland were, essentially, abandoned and left to die, denied the support they'd been promised by the U.S. government. Kennedy and Nixon that day achieved something like "the kinship of competitors." Mr. Reeves writes. Nixon was good as his word, supporting the president and refusing to attack him.
Others did the same. New York's liberal governor Nelson Rockefeller and Arizona's conservative senator Barry Goldwater, both of whom thought they might run against Kennedy in the next election, met with him individually and gave the president their public support.

But the most important backing Kennedy needed was that of his immediate predecessor, Dwight Eisenhower, who had led America through the previous eight years of relative peace and prosperity. He also knew something about amphibious invasions, as he had commanded the biggest in history, in June 1944, on the beaches of Normandy.
Eisenhower was not amused by what had just happened to his country. Called to Camp David, he dined with Kennedy, and then together they toured the grounds. It was on this walk that Ike delivered a stinging reprimand in which he challenged Kennedy's judgment, knowledge and understanding of the world.....
Surely their conversation at Camp David strongly suggests that neither Kennedy nor Eisenhower considered the latter compromised by events. Quite the opposite, in fact. "Mr. President," Ike questioned him, "before you approved this plan did you have everybody in front of you debating the thing so you got the pros and cons yourself and then made the decision, or did you see these people one at a time?" Kennedy did not directly answer, and then said he'd just approved a plan recommended by the CIA and the Joint Chiefs.
Eisenhower challenged him: Had Kennedy changed any of the military plans? Yes, Kennedy said. How could you change plans after the Cuban exiles were already on their way to the beach? Kennedy said he was trying to keep U.S. involvement at a minimum, and meant to conceal that involvement in fears the Soviets would retaliate by moving on Berlin.
From Eisenhower a verbal smack. "That is exactly the opposite of what would really happen. The Soviets follow their own plans, when they see any sign of weakness they show their strength." JFK said he'd been advised not to show America's hand. Eisenhower hit back: American support, training, materiel and leadership would immediately be obvious to everyone. "How could you expect the world to believe that we had nothing to do with it?" He told Kennedy when America resorts to arms, "it must be a success."
Kennedy said that hereafter if he got into anything like this, "it is going to be a success."

A few months ago he received the Nobel Peace Prize, and the chairman of the Norwegian Nobel Committee, Gunnar Berge, announced that the honor "can also be interpreted as a criticism" of the Bush administration. Mr. Carter not only accepted the award under these circumstances; he used his speech to subtly cast doubt on the administration's actions and intentions regarding Iraq. Mr. Carter tours Europe giving help to those who oppose the American government's intentions; at his home in Georgia, he tells a British tabloid he admires its "Not in My Name" campaign to increase world opposition to the U.S. government.
Mr. Clinton, on the other hand, has taken to telling the world that "we should let Blix lead us to come together." Mr. Clinton calls Hans Blix, the chief U.N. weapons inspector, "a tough honest guy who is trying to find the truth." Does Mr. Clinton speak of the American president with such approbation? No. He treats President Bush with equal parts derision and faux sympathy.
He has taken to offering virtually minute-by-minute play-by-play on the administration's decisions, usually on cable. He seems to enjoy putting himself forward as the current president's obvious superior. He is more thoughtful, more experienced. He speaks from a great height.

If a bullet was in the back of the last guy who was a serious resister in iraq, then sure roll that out. But putting that banner out confused people to the message "End of major combat operations" oh the war is over.... Nope thats not what he said but thats why we have seen the sledge hammer of the news against him.
#2) "Its secrecy stupid." hey george, remember restoring "Honor and integrity to the white house?". Secret Commissions ( Hillary Care/Cheney Energy) sure go a long way to making you look like an above board leader. Ask Bill how well refusing to disclose documents of the health care task force worked for him.
#3) Its about Ideas; Where are they? Kerry doesn't really have any and neither do you. All your arguing is "don't change dresses in the middle of a stream" thats good to keep the faithful, but people don't win elections by keeping the faithful.. they win by conversion.
#4) Fiscal COnservatism: Dude you've raised more across the board then clinton. You may have been playing some reopolitik to get your agenda passed. but you have been a big government man yourself. You can't play the tax and spend card on Kerry because your a Spend and Spend More republican.
#5)North Korea: They have Nukes George, lets open with that. Your trying to buy them off. How well did that work for Clinton, thats right it didn't. But CLinton at least made it look pretty the shake down, you've made it look very unweildy. it plays into the bush=moron argument.

Introduction
Having sowed the wind by carefully crafting his tour of duty in Vietnam as a campaign gimmick, John Kerry is now reaping the whirlwind. He has seen virtually everything about his four months in country challenged with provable eyewitness accounts backed by sworn affidavits: the “wounds” which never required hospitalization or lost time, for which he finagled three Purple Hearts; his Bronze Star with a combat “V” for “heroically” rescuing a special forces soldier who was about to be pulled from the water by a nearby Swift boat, the man in danger, perhaps, of drowning but not under hostile fire; his “gallantry” for back-shooting an enemy soldier, for which he was awarded the Nation’s third-highest decoration, the Silver Star.
Now, on the heels of yet another revelation—that Kerry’s DD 214 (“Report of Transfer or Separation”), displayed on his website, shows his Silver Star embellished with an unauthorized “V” for valor—which makes it facially false and at variance with official government records (see our article, John Kerry’s Mysterious Combat “V”)—it has come to light that his Silver Star award is fraught with other peculiarities.

According to Citation 1—apparently prepared soon after the February 28, 1969 episode it describes and laced with the accolades “expertly,” “without hesitation,” “devotion to duty,” “courage under fire” and “outstanding leadership”—three PCFs came under fire, returned it, and embarked indigenous troops onto the shore. Kerry’s boat and another then moved upstream, where “Kerry’s craft received a B-40 rocket close aboard” (i.e., it missed). He beached the boat and “an enemy soldier sprang up from his position . . . and fled” (i.e., turned and ran). Kerry “pursued the man behind a hootch and killed him” (i.e., Kerry chased a man running away, lugging a rocket launcher), and apparently shot him in the back—although we can’t know because there was no witness, let alone the recommended two. (Incidentally, no one else in that episode was awarded a Silver Star).
Although Citation 2 also is undated, we can still ascertain when it was issued. Kerry’s first citation was for action on February 28, 1969, so Citation 2 had to be issued some time after that, but probably not immediately. Citation 2 was signed by Admiral John J. Hyland, as Commander in Chief of the Pacific Fleet, who no longer served in that capacity after December 5, 1970. Thus, Kerry’s second citation had to have been issued some time between February 29, 1969 (following Citation 1) and December 5, 1970 (when Hyland was no longer CINCPAC). Significantly, Kerry left Vietnam in “early 1969” (his website’s timeline) and was separated from service on March 1, 1970. This means that it is likely Citation 2 was issued some time in the almost two years after his departure from Vietnam but before late 1970—when he was back in the United States.
Describing the February 28, 1969 incident, Citation 2—considerably shorter than Citation 1, but including the accolades “utter disregard for his own safety,” “daring and courageous” and “extraordinary daring and personal courage”—presents a very different picture because of a significant omission. This time, it seems, Kerry “led a landing party ashore in pursuit of the enemy. Upon sweeping the area, an immediate search uncovered an enemy rest and supply area which was destroyed.” Vanished is the enemy soldier of Citation 1, springing up from ten feet away, carrying a rocket launcher, turning, running behind a hut, and being back-shot by Kerry. Indeed, in Citation 2’s version, there were no enemy soldiers jumping out of spider holes. Most important, gone is any implication that the current presidential candidate shot an unarmed enemy soldier in the back.
Citation 2 raises two important and intriguing questions. First, why would Kerry bother to have a second citation issued? The obvious answer is that he wanted to expunge from the record that he had shot a fleeing enemy soldier in the back. Another possible explanation, speculative though plausible, is found in the relative ranks held by Admirals Zumwalt and Hyland at that time. Zumwalt had “only” three stars, Hyland four. The politically ambitious Kerry, in a ploy (see below) that he may have repeated later in his career, could well have sought to upgrade his citation from three stars to four (especially since, at that time, it was questionable whether a three-star admiral had the authority to issue a Silver Star).
The other important and intriguing question is how a lieutenant (junior grade), far down on the totem pole and then separated from service, could have induced an active duty four-star admiral, not only to reissue a citation for the Nation’s third-highest award, but to rewrite it by sanitizing Kerry’s killing of a fleeing enemy soldier. Unfortunately, Admiral Hyland is dead, so we can’t ask him. But there is someone else we can ask: the senior senator from Massachusetts, Ted Kennedy. Why Kennedy? Because at the time the sanitized Citation 2 was issued, Kerry and Kennedy were pals. For example, there is a photograph of the two taking a stroll together on April 21, 1971, not long after Citation 2 was issued. The photo’s caption reads: “Senator Ted Kennedy and John Kerry discuss the Supreme Court injunction against Vietnam veterans sleeping on the Mall and whether the vets ought to risk violating it. Citation 3, like Citations 1 and 2, is undated. But, again, we can narrow the time frame, since it was signed by John Lehman as Secretary of the Navy. Lehman served from February1981 to April 1987—long after Kerry left Vietnam, long after he was separated from service, and during Kerry’s tenure as a United States Senator.
While it is not difficult to understand why Kerry apparently sought and obtained a sanitized second version of his Silver Star citation, at first glance it is not so easy to surmise why Kerry went after yet a third citation, this time from Lehman (especially because the third citation is word-for-word, in every important respect, the same as the second). One theory dovetails with what may well have motivated him, at least in part, to prefer Hyland’s imprimatur over Zumwald’s. Kerry, now a senator, may have been trying to upgrade his award, issued by a couple of “mere” admirals, to one issued by the Secretary of the Navy.
So why can such additions/corrections be added to citations you ask?
Whatever the reason—and only Kerry and the Navy Department, and perhaps Kennedy, know the truth—Hyland’s Citation 2 and Lehman’s Citation 3 would have had to satisfy the requirement of Title 10, Section 1552, of the United States Code, subsection (a) (1), which provides that “The Secretary of a military department may correct any military record of the Secretary’s department when the Secretary considers it necessary to correct an error or remove an injustice.” Subsection (b) provides that “No correction may be made . . . unless the claimant . . . files a request for the correction within three years after he discovers the error or injustice. However, a board . . . may excuse a failure to file within three years after discovery if it finds it to be in the interest of justice.”(Emphasis added).
This means that in order to obtain Citation 2, Kerry would have had to prove that there was an “error” in Citation 1 and/or that the existence of that citation somehow constituted an “injustice.” Was the error in Citation 1 that he had shot the enemy soldier in the back, or that it was somehow an injustice to Kerry for the citation to say so?
As to obtaining Citation 3, there are two problems for Kerry. First, since it is virtually identical with Citation 2, there could be no error or injustice. Second, even if arguably there were, since the three-year statute of limitations had passed by the time Lehman was in office, in order for Kerry to obtain the correction, he would have had to prove that correcting Citation 2 was “in the interest of justice.”
An Army officer formerly in the Pentagon’s “awards and decorations” hierarchy for many years, explains the amendment process for military citations this way:
In the Army, and up until the 1980's, decorations for valor and heroism as well as service and achievement were published on general orders by the commander vested with the approval authority to act in finality on a recommendation. * * * The general orders contained a citation (reason) for the award. The recipient of the decoration also received a certificate which contained the citation or a certificate and a separate citation. The wording of the citation whether it was on the certificate or a separate document was lifted or copied from the general order.
The approved method of changing or correcting a general order once it had been issued was in the form of an amendment and there was a prescribed format for issuing an amendment on a later general order. The method voiding a previously issued general order was through a revocation and it too had a prescribed format. Most amendments were issued to correct personal data or dates on the original general order, but seldom were amendments issued to correct the citation or reason for the award. If the citation or reason for the decoration as it appeared in the original general order required a change or correction, it was accomplished through the issuance of an amendment. In this unlikely event (amendment of the citation/reason), a new certificate containing the corrected citation or a separate document containing the corrected citation/reason would be issued to the recipient. Amendatory general orders were almost always issued by the headquarters who issued the original general orders, however, amendments could also be issued by a higher headquarters; most often by Headquarters Department of the Army. This was especially true of revocations.

Kerry reached out to Robert "Friar Tuck" Brant Cdr., USN (RET) Sunday night, just hours after former Sen. Bob Dole publicly challenged Kerry to apologize to veterans.
Brant was skipper of the #96 and # 36 boat and spent time with Kerry in An Thoi. Kerry and Brant slept in the same quarters, and Brant used to put Kerry back to bed at night when Kerry was sleepwalking.
Brant received a call from Kerry at his home in Virginia while he was watching the Olympics on TV.
The call lasted 10 minutes, sources tell DRUDGE.
KERRY: "Why are all these swift boat guys opposed to me?"
BRANT: "You should know what you said when you came back, the impact it had on the young sailors and how it was disrespectful of our guys that were killed over there."
[Brant had two men killed in battle.]
KERRY: "When we dedicated swift boat one in '92, I said to all the swift guys that I wasn't talking about the swifties, I was talking about all the rest of the veterans."

Having sowed the wind by carefully crafting his tour of duty in Vietnam as a campaign gimmick, John Kerry is now reaping the whirlwind. He has seen virtually everything about his four months in country challenged with provable eyewitness accounts backed by sworn affidavits: the “wounds” which never required hospitalization or lost time, for which he finagled three Purple Hearts; his Bronze Star with a combat “V” for “heroically” rescuing a special forces soldier who was about to be pulled from the water by a nearby Swift boat, the man in danger, perhaps, of drowning but not under hostile fire; his “gallantry” for back-shooting an enemy soldier, for which he was awarded the Nation’s third-highest decoration, the Silver Star.
Now, on the heels of yet another revelation—that Kerry’s DD 214 (“Report of Transfer or Separation”), displayed on his website, shows his Silver Star embellished with an unauthorized “V” for valor—which makes it facially false and at variance with official government records (see our article, John Kerry’s Mysterious Combat “V”)—it has come to light that his Silver Star award is fraught with other peculiarities.
